LEOSU-DC Wins Major NLRB Decision @ United States Citizenship and Immigration Services in DC - FCGOA
On January 29, 2019,Law Enforcement Officers Security Unions LEOSU-DC, LEOS-PBA (the Petitioner) filed a petition to represent certain employees of Paragon Systems, Inc. (Paragon or the Employer). As clarified at the hearing, the Petitioner seeks a bargaining unit of all full-time and regular part-time protective service officers (PS0s) and sergeants employed by the Employer performing guard duties at the United States Citizenship and Immigration Services (USCIS) facilities currently located at 20 Massachusetts Avenue, NW, and 111 Massachusetts Avenue, NW, Washington, DC (the USCIS facilities). The petition also identifies Federal Contract Guards of America FCGOA (the Intervenor) as the recognized or certified bargaining agent of the Unit.
On April 10, 2019 the NLRB issued a ruling after it considered the evidence and arguments presented by the parties, and for the reasons described below, I conclude that the Intervenor has not established that either a contract bar or successor bar applies in this case. Accordingly, I conclude that a question concerning representation exists, and I am directing an election in this matter. See Decision and Direction of Election.
Soon after FCGOA disclaimed interest in this group and the Employer Paragon Systems, Inc agreed to recognize the Law Enforcement Officers Security Unions LEOSU-DC, LEOS-PBA.
We wish to welcome the 44 Paragon System, Inc PSO officers and sergeantsinto our LEOSU-DC Family.
