Quantico VA - Hanna Industries, Inc Security Specialists Working at the Russell Knox Building in Quantico VA, Home of NCIS unanimously had voted for LEOSU-DC representation today in a mail ballot election conducted by the National Labor Relations Board NLRB Region 5. The Russell Knox Building (RKB) is the home of five separate military department investigative services: Naval Criminal Investigative Service (NCIS), Air Force Office of Special Investigations (AFOSI), Army Criminal Investigation Command (CID), Counterintelligence Field Activity (CIFA), and Defense Security Service (DSS).
The RKB came about as a result of the Co-locate Military Department Investigative Agencies project, which was authorized by the 2005 Base Realignment and Closure initiative. The RKB is more than 718,000 sq. ft. and the compound covers encompasses more than 100 acres. The building is named after U.S. Marine Corps Maj. Gen. John Henry Russell, Jr., and U.S. Navy Commodore Dudley Wright Knox.
This group was originally represented by the International Union, Security Police and Fire Professionals of America SPFPA who has a long history of corruption and embezzlement under the leadership of its President David L. Hickey. On April 16,, 2019, the SPFPA faced with another decertification election decided to disclaim interest in this group rather then face the LEOSU-DC in a NLRB election. On May 30th the votes were counted and it was unanimously in favor of LEOSU-DC representation.
There were 54 eligible voters in this unit which consisted of: All full-time and part-time security specialists who perform guard duties asdefined in Section 9(b)(3) of the National Labor Relations Act and are employed by the Employer at theRussell Knox Building currently located in Quantico, Virginia, who were employed by the Employer duringthe payroll period ending April 7, 2019.
